The Federal Airports Authority of Nigeria (FAAN) has commenced moves to establish a centralised database of legitimate cargo operators as part of efforts to enhance security, transparency, and efficiency within Nigeria’s aviation cargo ecosystem.

The initiative, being driven through FAAN’s Directorate of Cargo Development and Services (DCDS), was unveiled during a stakeholder engagement session held on Friday at the FAAN Terminal Two Conference Room of the Murtala Muhammed International Airport in Lagos.

The meeting brought together key players across the cargo value chain, including freight forwarders, cargo agents, airlines, ground handling companies, courier operators, and truckers operating within airport cargo environments.

At the centre of discussions was the ongoing documentation process required for the development of the Integrated Cargo Stakeholders Registry (ICSR), a new platform designed to capture and verify the identities and operational status of all cargo operators across FAAN-managed airports.

According to FAAN, the registry will serve as a comprehensive and centralised database aimed at sanitising the cargo space by ensuring that only duly registered and compliant operators are allowed to conduct business within restricted airport zones.

In a statement shared via its official X (formerly Twitter) handle, the authority noted that the initiative would significantly improve coordination among stakeholders, strengthen regulatory compliance, and promote operational transparency across the sector.

FAAN further explained that the registry would be integrated with enhanced access control systems, thereby restricting entry into sensitive cargo areas to only authorised and properly documented personnel and organisations.

Industry stakeholders at the session were sensitised on the documentation requirements necessary for inclusion in the registry, with FAAN emphasising the need for timely compliance to avoid operational disruptions once the system becomes fully operational.

Officials of the Directorate also used the forum to outline broader reforms and developmental initiatives aimed at modernising Nigeria’s air cargo operations, positioning the sector for increased competitiveness and efficiency in line with global best practices.

Participants at the engagement welcomed the move, noting that a verified database could help curb the activities of unauthorised operators, reduce security risks, and improve service delivery across the cargo logistics chain.

The planned rollout of the Integrated Cargo Stakeholders Registry marks a significant step in FAAN’s ongoing efforts to reform airport cargo management and strengthen institutional oversight within one of the country’s critical aviation subsectors.

Analysts say that if effectively implemented, the initiative could enhance investor confidence and support the long-term growth of Nigeria’s air cargo industry, which remains vital to trade facilitation and economic development.
